My suggestion?...
Leave him alone. Continue the soakings an keep him warm. Offer him a little food at a time and give him time. Look for evidence that he is exploring when you are not around. If you see this, everything is normal and all he needs is time. Make sure the nostrils are clear and he has good weight... then... just wait.
Most, if not all, chelonians do not like change (some people, too) A big move like going from one place to another reall freaks them out.
