all my indoor torts get a fresh 50 pound sack of hog/cow feed for substrate. the pellets are cheap and soak up urine and fecal matter into dry clumps that are easily removed. there also is no odor involved. i keep my pellets about 6 inches deep so there is lots of room to dig. you can get a wide variety of size and ingredients to choose from. my torts prefer alfalfa pellets which are nice and green (i catch them eating it occasionally)and produce no dust. if i had cats i'd use it for kitty litter.... it's good stuff !!!
