I think at one point, they sold most wood as rough cut timbers. You can still buy 2x4's that are 2x4, but they are very rough and splintery. Planing this off makes the smooth lumber that is okay to touch with your bare hands, but it requires the removal of the top layer of wood. the 2 inches going to 1 and 1/2 inches is only a quarter inch shaved off of each side... a quarter inch of the rougher wood.

Perhaps that's not the only reason, but I think it's one at least.
