Gender headaches, sexing question

I named my lizards Jazz and Taz with Taz being the male gender name. Recently (about 10 times) I've noticed a hemipene when Jazz is going to the bathroom, I've never seen this with Taz so I switched their already confusing names arg!
My question is: does not seeing a hemipene when it goes to the bathroom mean that tegu is defiantly a female? They are both around 36" long and 10-11 months old with 5 months hibernated.hibernated.
