As long as it meets both the regulations and the spirit (ie recommendations) of the code I really couldn't care less how something was published.
It must contain all pertenent data ( both essential and recommended) it must have been peer reviewed by people who know the code and the general group to which the species belongs. This review, although it may be annonymous, must be transparent.
So in a nutshell, I have no problem with it as long as it is done properly.

ps. I have received originals of Richards papers. What was put on the web here pretty much constitutes the whole papers.
