Notice the phrasing... 'widely accepted'. Everybody's got their own ideas for accepting a proposed species. I have no desire or the time to become a taxonomist so there is no way I'm going to review every species change in the areas I'm interested in. So, I go with the consensus. If it is used buy other professionals of the field then I consider it 'widely accepted'. A pretty simple criteria that seems to work for me.
