I think the standardization only applies to the literature. Of course there will be always be local names. I don't think anyone is trying to deny that. This is to help stabilize the literature. I don't argue with someone who uses the wrong English name in conversation, but in the peer reviewed literature, yes.
As for there being multiple lists, as far as I know only one is adopted by the three main professional herp societies of N.A. Taxonomy is part of science, look to scientific publications for your taxonomy, not the popular literature, and of course be wary of the internet.
As far as standardization of scientific names first goes, you need to read the intro to Crother et al. 2001 for a good reply to that. Or see where the argument was reprinted below.
