Hi guys, I did a little research it looks like it might s be impossible for this to happen in LA county. I'm still looking into the direct legalities as there may be a way to get around LA's laws. However I am having difficulty finding the Law(s) that directly prohibit the possesion of venomous snakes without appropriate documentation.
Aside from the county laws, this could as far as I know be done in CA. Then we have to look at other issues:
1. Rattlesnakes have been shown to do very poorly when relocated past 1/4 mile. Thus, if relocation is not possible(IE still to dangerous to human/snake) some one would have to care for said snake.
