Yes, sea-snakes are some of the most venomous snakes in the world, but far from dangerous. Yes, it did come to get air, that's about the only time they are seen. If you chased after it, it would run, they don't like to bite, even if you grabbed it (GENTLY!) it would still try to get away. To put it simply, you would REALLY have to piss it off for it to bite you. I wouldn't worry about it.
