silversides arer packaged by several companies but the easiest to get is from San Fransisco Bay Brand
they are sold as "sally's silversides"
you can get them from any pet shop that sells SALT water fish
petsmart CAN order them for you but unless you are buying a ton, they probably wont
but of course , like everything else you CAN buy them on the internet
here is one of many places that sells them (shipping might be a lot though)
http://www.bio-aquatics.com/frozen2.html

many of my spineys wouldn't eat frozen or dead fish for a while....they only ate live
i got them going on frozen by throwing in a few frozen fish while they were already eating the live ones they had caught
over time you can gradually add more and more frozen until they will accept it without seeing any live ones at all
a note though
over the long haul you will end up with thiamine (vit B1) deficiency in your turtle if you feed too much frozen fish
so once he is eating frozens, add a few turtle pellets once a week to replace missing vitamins
Also try earthworms (nightcrawlers)
these are easy to get easy to "gut load" and usually relished by softies
