Buying hatchlings??

With the 4 inch law, how is it that so many people seem to be buying baby turtles from breeders? It seems like a lot of people have gotten them lately. Is it possible to buy them direct from breeders or am I mistaken and people are just breeding their own and/or catching them legally? I have a hatchling common, caught while goose hunting, legal in my state with a fishing license, but I knw some states don't allow collecting as pets.
