You can use cinderblocks and create a rectangular walled in area. After that add a pond liner and some vinyl flooring so the turtles do not rip through the liner.
I'm building a 1,700 gallon enclosure right now using this idea. I'll post some pics of it as soon as I get a scanner hooked up and I finish this thing.
I started with plywood but wasn't sure if it could handle the pressure.
