I have a florida snapper male that began aggresive mating behavior at less than a year old. This turtle hatched in June of 2001 and by June of 2002 it was fully displaying it's genitalia and mounting the other yearling. As far as females becoming sexually mature it probably takes a lot longer.
I read that csserpentina in the south become sexually mature long before csserpentina in the north. There seems to be other factors involved than just growth rate. This csosceola was only around 4 inches long when it started attempting to mate.
Hope this helps.
'Turtles of the United States and Canada' by Ernst, Lovich and Barbour has some great info on this topic also.
