Shell and some cleaning question

Hi,
I have an alligator snapper and I noticed that his shell is peeling. Only a little though. And his shell is not as hard as common turtles like box turtles or whatever. Is this normal?
I also tried cleaning him but he keeps on jumping and trying to bite me when I do. Does anyone of you have suggestions on how to clean him?
