How cold is too cold to ship even with heat packs etc.?

Okay, I have insulated boxes and heat packs. At what point do you cut off shipping, even with insulated boxes and heat packs. I shipped one beardie to Illinois this week and she was a few hours late due to a snow storm. The heat pack should have been still working and the box was insulated but the buyer said that she was very cold and appeared dead upon arrival. She did revive, however and so far seems okay. That's the first time I've had such a close call and I'm not wanting another one! -Lucy
