Dan,
here is where I ran into the problem. Look below, at this section of the 1981 Ammendment. What occurred was I received a timber rattlesnake from someone else who shipped it into NY without a permit from NYS DEC. Because the Lacey Act states(3372, 2(A)) you cannot ship an animal that violates a state law or reg., the fellow who shipped it in violated the act. Basically they violated a NY State Law, which in turn violated the act. My original question was simply where does it state that US Postal Service was the only method of transport that violates the act, I think, in terms of the Act, it's any means of transport.

SS 3372. Prohibited acts
(a) Offense other than marking offenses
It is unlawful for any person -
(1) to import, export, transport, sell, receive, acquire, or purchase any fish or wildlife or plant taken, possessed, transported, or sold in violation of any law, treaty, or regulation of the United States or in violation of any Indian tribal law;
(2) to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce -
(A) any fish or wildlife taken, possessed, transported, or sold in violation of any law or regulation of any State or in violation of any foreign law, or
(b) any plant taken, possessed, transported, or sold in violation of any law or regulation of any State;
(3) within the special maritime and territorial jurisdiction of the United States (as defined in section 7 of title 18, United States Code) -
