I think it's just the excuse they use to not bother with live animals. NW will ship reptiles(even venomous) without being a known shipper....it's just a simple matter of opening the box and looking inside(which the snakes are already in another inner container). I think it's more a snake phobia among airlines than FAA anything, because the known shipper dilemna was in place long before 9/11.
