a question to anyone with outdoor enclosures...(ed?)

i have a 200sq' area outside my window(its the side yard of the house) and i have it in two sections right now,one for aquatic turtles and the other for my box turtle.
i have a fence on one end,a gate on the other end,the house wall on one side and on the other side a 4'cement and cinderblock wall,with roughly 6' of chain link fence coming out the top of it(thats of course between our house and the neghbors house).
im trying to think up a way to full enclose the area(so it has an enclosed "roof" aswell.
ive had some ideas but im not sure as to how viable they are...
also,is there something small enough to let sun/uvb,etc in enough for turtles or whatever else needs it,but maybe small enough to keep some type of small critters in(for bug control),something i could attach over the chain link,or chicken wire or whatever i end up using...
thanks and hopefully i made enough sense...
