Leviton, and others make dimmers built into the cord.These are normally used for table type lamps. They don't have knobs but they have sliders.
The best thing to do is plug a normal cheap night light lamp in with the heat pad.If there is only one outlet, but a cube tap in it to give you two plug in sockets. The bulb brilliance will
be relative to the heat pad output and go up and down as you move the slider.
These inline credenza dimmers are under 20 bucks. They are good for 600 watts which is loads.
