I know...but what about surface temp?

I read that rosies should be given about 2 inches of substrate. But since my surface temp now is 85 and I'm decreasing the temperature output of the pad, will I need to decrease the amount of substrate to make up for the loss in surface temp, or will they burrow to get warmer?
