:As far as being a runt goes, you can pretty well rule out genetics. Her parents and grandparents are a good size, and her adult sibblings according to owners I've managed to keep in touch with, are in the normal size range. Pandora was moved to a completely new home three times in something like 6 months or so, which could explain why she's behind in growth - it takes some adjusting after being uprooted. She might be behind in body size, though her internal parts have matured more or less on schedule.
