Hi Alex. In all reality, it would be easier to guess what it is if you posted a picture of the problem. I'm no vet, but if I had to guess, I would say it's a bacteria infection of some kind. Perhaps cause by unsanitary or overly wet conditions (possibly a combination of the two). I use to know a guy who worked in a pet store (a good one that actually specializes in reptiles/exotics), he mentioned a problem where imported (tropical sp.) reptiles had crusty vents/bellies, etc, similar to what you mentioned, a result from the unfavorable conditions used in shipping. I'm pretty sure he said that soaking the animal (a few times over the course of a week or two) in a Tetracycline/water solution cured the infection. Tetracycline is a common antibiotic generally sold in petstores for use with fish tanks.
Keep in mind that this was a cheap remedy that a pet store liked to use. I don't know how ideal it is in reality, perhaps there's better, even healthier alternatives that seeing a vet would provide. BTW, this remedy was mentioned for snakes and frogs, so I'm not sure if it's recomended for geckos/lizards. Best luck to you.
