Charlie sounds like he's having difficulty shedding, likely from too low humidity. Definitely increase his humidity right away. I would suggest having a small pile of moist sphagnum moss in the cage, especially for young geckos like yours. You could also try putting him in a plastic container with warm moist paper towels on the bottom for 10 or 15 minutes. Anything to help him shed. That's all I can really suggest, maybe others will have better ideas. Good luck.
