I don't see a problem at all with a fogger ON a screen cage. See, they reccomend that the fogger is in clean water-which would be basically a bowl of water on top of the cage that the fog would overflow from and enter the cage. With the screen cage, there will be enough ventilation and you won't get mold or stagnant, damp air.
The problem arises with an enclosed cage, like an aquarium with a screen top. Cresteds DO like humidity, but you would need to incorporate a fan somehow to keep the air circulating. If you have no air circulation, you will get mold and fungus and the crested's health will be effected.
Which ever route you choose, I'd suggest having the fogger go on for 10-20 mins in the morning(right before the lights go on) and in the evening sometime. You can also just put it on whenever you want to see it or show them off. Just make sure you have enough air flow.
