Plants

Anacharis, fast growth, can float or plant strands, turtles love to eat them

water hyacinths, fast growth in sun, float and filters water, turtles will eat the floating bulbs and leaves (may be illegal in some states because they multiply and clog water ways...you may purchase online though)
