Baby Won't Bask

I've had a baby RES for about a year now, and I don't think he has ever basked. I know he can get on the platform (because he's gotten on it to try and follow me around the room), and the lamp is certainly not too hot, but he just never seems to bask on his own. Is it a maturity thing? My older EPT was such a spaz when he was younger, he couldn't calm down enough to eat let alone bask, but now he spends most of the day snoozing in the "sun". Will this RES tend to bask more as he gets older too (in general, he's more relaxed and comfortable than the EPT as well)? And what do I do in the meantime, since proper "sun" exposure is particularly important at this stage in development? I've tried drying him out daily for 30 min in an empty tub, but he seems so bored and unhappy. Any tips for enticing a picky turtle into basking?
