I fenced my outside pond with brick on the first 18 in. then put a mesh fencing about 3ft higher than that. I have the pond in the middle and then put carpeting all around it and covered the carpet with sand and gravel to make it look good. I have alot of small wild rose bushes in there to provide shelter and the whole thing is under a tree so it provides some shade while allowing sun to come through too. I have had no problems so far with anything climbing the fence. We dont have too much raccoon problem here so that helps.. I also put some fake greenery around the pond so as to give them something to hide under. It works well for me..
