no kristy, its illegal to sell them under 4 inches, but not to own them under 4 inches. And second, i took my baby turts to the vet when they were just little bitty (about the size of yours) and they basically told me what i already knew. But they did give me some valuable info and it only cost me $14.50. I recomend taking them to the vet when they are young to make sure they dont have any diseases or sicknesses, and they will give ya some valuable info too. Hope this helps, kevin
