Skin shedding? Peeling?

Fred, my 2.5" RES has this huge translucent piece of skin hanging from his neck. It just flays in the water... he doesn't seem bothered by it, and seems perfectly normal. But the thing is just hanging there (it's attached to the part of his neck that can only be seen when he sticks his head out), and every time I pick him up to scrape it off he sucks his head in.

Is he just shedding? Is it something serious? Any info is helpful.
