The bacteria are all over the place....in the water and on animals and humans and foods; its dirty warm water high in food for them (nitrogenous wastees form animals and rotting foods) that allows them to multiply to huge and thus dangerous numbers. So don't let anyone tell you they have salmonella free turtles or any reptiles or birds for that matter. as fo dumping outside (the dirty water) the toilet is much safer. you can clean it. Outside you can get breeding going on in you soil if its wet enough and then carry it back in on your shoes (though i doubt the risk id high)
In the 1969 cases, for which the four inch law was made, it was suspected that the salmonella did come in on the turtles but that the feeding of raw poultry and meats to the turtles compounded the problem. many more people get salmonella from chicken each year then from their pets. But by all means wash you hands with a good antibacterial soap and a further antiseptic.
