i think my turtle is dying

i think he has softshell since he wasn't taken care of for so long by my roommates. before he was somewhat energetic, but now he's completely lethargic. he doesn't do anything but sleep in the water. i moved him over to his basking rock and he just sat there. he just sits if i move him. i did this before and he ran back in the water. i tried to feed him today and he just didn't even look at the brine shrimp. usually he goes after them, but today he just ignored them and sat there. he also has a little redness on the bottom of his shell and his shell is pretty soft. i don't think theres anyway to reverse this now. i think hes just going to die. now i'm just depressed since i bought him all this stuff so he could grow and be happy and he was fine now i just think hes dying.
