Floating just means that the turtle has excess gas somewhere. Hatchlings do tend to be quite buoyant, to help them avoid drowning. If the turtle actually has difficulty diving down when it wants to, that could be a sign of indigestion or intestinal parasites. Floating *lopsided* means that there is fluid in one lung, making that side heavier. Fluid in the lung is a serious sign of respiratory infection.
