How old are my turtles?????????

I have two res's. One eats great, shed like crazy, and is about 1 inch in diameter. The other barely eats, is really lazy and has not grown, he is only about a 1/2 inch (same as when I got him). How old are they, and when can I start feeding them every other day and how much should I feed?
