can you peal off scutes?

I went to a vet for shell rot problems and he told me that i should be pulling off scutes that are beginning to flake off. It seems to make sense when dealing with the infected scutes, but should I be pealing off her scutes at first sign of flaking?

Also, does anyone know of a good website for turtle habitats that show ingeneous set-ups?
