I wouldn't considere mangroves to generally be a dangerous snake. That said, I don't think they belong in pet stores since the potential (albeit very small) chance of a toxic bite makes them a bit more of a specialist snake. That said, for legislative purposes they should not be considered venomous. There is a rather large difference between the technical definition of venomous and the practical definition.
