That's an interesting question. I say bilineatus, because taeniatus would have more lines on the side of the neck and head coloration is more "salt and pepper". Have you checked Stebbins? You could also ask Marty at Reptiles of Arizona, this question is right up his alley. Actually I just looked at the pics on this site and they reinforce my bilineatus assessment.
