Well, either they are not that common,or they are found primarily in the Everglades, which as far as I know is area protected from animal collection, or a majority of it anyway (dont qoute me on that).
Another possibility is that they are collected and just labeled southern black racers, or other ssp of racers.
As far as being a valid taxon, the last Conant/Collins field guide lists them as a valid ssp.
