Fred, do not get confused here, a painted turtle CAN reach 12". It would be very old and female. Who ever was talking about 6-8", that would be for a male. I dunno what that white fuzz would be, but i suggest you keep the water temperture up (~80 degrees) and the water really clean. Warm clean water does wonders for a turts health. What's your plan for this turt? are you keeping it? trying to get a home for it? if you are trying to get rid of it, try www.turtlehomes.com, great place who relocate turtles. This turtle is gonna need ALOT of space. The general rule is 10 gallons of water per inch of turtles, so you are looking at a 120 gallon tank, thats a big tank! Don't forget about basking! You need an 85 degree basking spot with uvb lighting there too.
Anyways, i respect the effort you are putting into this, and if i ever met the person who would keep a turtle for that long( must have been decades) and then just leave it behind in a cold house with no food, i would no longer be a free man! ( but they wouldn't walk too great anymore either...)
