Please remember the the room air should be around 68-70 degrees.
Even if the water is warm and you have a basking area your
baby will develop a respiratory infection if kept in 60 degree
room temp. The water temp should be a few degrees cooler than
the ambient room temp. Think about them in the wild. The water
is ALWAYS cooler than air temp. I do not mean to say if your
room temp is 70 to keep your water at 68. For instance, my
turtles ambient room temp is 70-74 degrees. There water temp
fluctuates with the room temp. Then of course they have the
basking area which is about 85 degrees. I have had them many
years and they are active and always ready to eat. Never had
any health issues either.

Hope this helps :)
