are you experienced with turtles? I suggest searching the archives of this forum for "care sheet" and following the links. One was posted only a few post back. If you think the turtle may be ill (as failure to eat may indicate) look for other symptoms besides the lethargy and consider getting the animal to a good reptile vet soon.
Doe sit have a runny/bubbly nose? Swollen eyes? Lumps or bleeding anywhere on its body, a cracked or bloody shell? Does it swim lopsided or avoid the deep water?
what are the exact temperatures of the water and land areas it has? Does it have access to natural sunlight or a UVB ultraviolet light? How long have you had it? How large is the turtle?
Did the dog injure it when it "found" the turtle? The more you tell us the better we can help.
