Hatchling not eating,

I have two baby southern painteds, one of them is very active and swims all the time, hes even managed to catch a feeder fish or two, the other, a smaller one, sits under the heat lamp all day, he only swims when we put him in and i dont think hes eating.

Tank:
I have a 10 gallon, 1/2 filled, live plants and gravel, a whisper filter, several feeder goldfish/comets&roseys, and aquarium ball (helps with ph and water clarity,), and a 5 inch shale slate that sits n the water, i am feeding them repto min baby, and of course, the feeder fish.
