Newsletter editors--need your help

Hi,
I edit the newsletter for the Southwest Missouri Herp Society. I was just wondering how you other editors mail your newsletters? Right now we are copying our on 11 x 17 sheets and folding (which can be a real pain at times). Other herp societies, I have noticed, staple their newsletters. I tried this with the last issue, and the president of our society wrote me (rather scoldingly) that this does not comply to postal standards. I don't see how this is, because I have received newsletters from many herp societies that are stapled...
So, any input on this is appreciated. I just want to find out if anyone has a solution to this 11 x 17 method that can be such a hassle (especially if you need to add one extra page!!)
