You can e-mail or call them for both your questions.

Here's the site for regulations, I know RES are considered an "Introduced" species, but couldn't find if a permit is needed.
They list an e-mail and number to call:

Hopefully someone on this forum will answer your questions though. They answered my questions last year when I brought my Painted home from another state.
