Trading Turtles in NJ

What do other NJ turtle keepers do with their turtle offspring? Since we can't sell them in NJ, is our only choice to go out of state (which would still require a wholesaler permit, yes?)? Does anyone know if it is legal to trade turtles with other herpers in NJ? How strict is the state on this? TIA.
