Ive lived in NJ all my life you learn to work around the laws...... Rangers dont harrass people who look like their just out fishing hiking etc its when your out there with 50 pounds of equipment, hooks, and way off in the muck they bug you. When it comes to injured wildlife the rangers are pretty much useless so i do what i can. our township destroyed a local lake recently inhabited by a bunch of wildlife and the state wouldnt do anything to protect the dozens of turtles their because they were "common" species.... so i went in and ended up removing and relocating 29 turtles with rangers, police, and contruction all around. Just gotta know how to look like an average guy walking through the park with a 50 pound snapper in your backpack :)
