watersnake / gartersnake

I know that watersnake and gartersnake are different, but where is the difference ? I read a bit about garter and they seem to be very close to water for their behavor, appearance and feeding. I notice that the head is a bit different and it must be a scale thing, order or size of scale. Can you snake pro tell me a bit more ?
