I'd offer him any frog I could find of appropraite size. Tree frogs, Cricket Frogs, or very small Leopard Frogs would be about right. You could also try toads.
Keep in mind that frogs have high parasite loads so try to get him off of frogs ASAP. Your setup sounds good but it seems to me that if he won't eat fish for you, he's not going to be well suited for a captive life and you should consider releasing him.
