I haven't seen that issue of reptiles magazine, so I don't know where the tuatara enclosure in the article is, but tuatara enclosures I have seen in institutions here have usually been refrigerated. Lethal temperature for tuataras is well below optimum temperature for monitors, so even on a reasonably warm day they may die without refrigeration. That's how they avoid 'ant in magnifying glass' (greenhouse would be a better analogy) syndrome.
