I'd highly reccomend soaking the savannah in lukewarm water for 30-45 minutes atleast once a week mine get it 2 or 3 times, also mine seem to like ice cold water i notice right after i give them fresh water they will drink but if the water has been sitting in the cage for a day or so they like to crap right in it (giving me clues i suppose)
as far as the lethargy..what are you feeding the savannah and how big is it? my big female ( 3 and a half feet) is on primarily rodents and chicks and she is not an active monitor at all, now the smaller male ( 2 and a half feet) still gets can o grasshoppers can o snails and crayfish any clean big inverts i can find, ontop of monitor food( the canned stuff) and rodents and chicks as well and i notice him being alot more active than she is. could be the age difference aswell
hope this helps
