Turtle found

Found a turtle north of santa barbara calif. found on the beach about 100 yards from a small creak (jalama) it's about 1 1/2 inches, with a very long tail yellow around the edge of shell and underneath.(a seagull was about to have lunch) has yet to eat anything. can you tell me what this is? and what i need to do to help it?
